Exciting News for Classic Car Owners: DVLA Simplifies Registration Process – What It Means for You

From Tuesday 26 August 2025, the DVLA has introduced landmark changes that make life easier for classic-car enthusiasts—or anyone restoring, modifying, or converting a vehicle, including to electric. These new registration rules significantly reduce red tape by allowing many repairs and transformations to proceed without complex notification processes.

Following a comprehensive call for evidence that garnered over 1,350 responses from motoring clubs, classic car owners, and the historic-vehicle sector, the DVLA has updated its policies to better reflect modern restoration techniques and support the community more effectively.


Notable changes

Like-for-like repairs and restorations now no longer require notification to the DVLA—as long as the vehicle’s appearance hasn’t changed and the V5C log book remains the same.

Significant structural modifications? You can now retain your original Vehicle Identification Number (VIN) and registration number—but you must notify the DVLA, which will mark the V5C accordingly.

EV conversions also qualify: you can keep your original identity, provided you inform the DVLA of the engine-to-electric transformation.


DVLA Chief Executive Tim Moss emphasised the agency’s commitment to supporting the historic-vehicle community with clearer, more relevant registration rules. Similarly, Lilian Greenwood MP—the Minister for the Future of Roads—praised the changes as a way to “cut red tape and make life easier for enthusiasts.”
